Card issuer
American Express credit cards
American Express both issues its cards and operates its own payment network. Its U.S. consumer cards are issued by American Express National Bank, as stated in the cardmember agreements.
Who actually issues these cards
The brand on the card is American Express, but the bank legally responsible for the card agreement is American Express Company. The CFPB notes that the entity on the front of a card may not be the actual issuer — this matters when you dispute something or read the agreement.
